The Measuring Social Enterprise Research Exchange and Learning in Asia (MSE-REAL) is an initiative to promote a culture and practice of social impact measurement among social enterprise practitioners and support institutions in Asia. The end-goal is to enhance the effectiveness of social enterprises as vehicles for addressing poverty, inequality and sustainability in Asian societies.
The first-year project started with capability building and action research to apply the tools of Social Return on Investment (SROI) and Development Indexing (DI) to measure the impact of social enterprises by ISEA members in two ASEAN countries (Philippines and Indonesia) with guidance from a pool of experts from ISEA, SROI Network Japan and National University of Singapore (NUS). It also encouraged and networked with practitioners and support institutions from other countries to share their experiences in measuring social impact.
The project’s culminating activity was the Second Social Enterprise Advocacy and Leveraging (SEAL) Conference last September 26-30, 2017 in Bali, Indonesia. The conference featured 12 cases of measuring social enterprise impact from eight countries in Asia. The conference had as theme, “Social Enterprise: Addressing Inequality for a Just Economy” and was “A learning Exchange on Social Enterprise Impacts and the Sustainable Development Goals”. Representatives from the social enterprise sector, non-government organizations, business, academe, governments and multilateral agencies participated in the Second SEAL Conference. The SEAL Conference participants committed to “promote the culture and practice of measuring impact, developing benchmarks and creating standards for social enterprise and social entrepreneurship platforms, and develop strategies for communicating the sector’s impact and contribution to the achievement of the Sustainable Development Goals”.

Despite the limitation of funds for the MSE-REAL Project, ISEA was able to mobilize its members and partners to provide support such that the following were delivered:
a) 2 capacity building activities on SROI/DI in Indonesia and Philippines
b) 3 cases on SROI/DI in Indonesia and the Philippines
c) 2nd SEAL conference and ISEA Regional Assembly in Bali, Indonesia attended by 91 individuals, of which 32 were supported by the JFAC grant.
It is hoped that JFAC will continue to support Year 2 of MSE REAL.
